Also, some like to “surround” their target site with smaller varied “satellite sites”, which are quicker to set up but usually younger and with less content, hoping to siphon long tail traffic.

What are the best tactics for building up such sites? Which method is a good balance between low costs and short work time, while still optimized for search engines? Which Content Management Systems are most SE friendly? And who do you recommend for a new affiliate who needs to set up a group of such affiliate sites but is not a developer?
