I think what he is saying is…

We collect the search by users and integrate it into our own results.

I think MS confidently says we don’t copy, because what they collect is user data
– the query
– the website which comes up
.. even thought it was the Google algorithm which gave that result… the user data is not Google owned, only the algorithm.
It’s still copying
