its your internet connection.
as for what exactly is blocking the downloads…i dont know. could be a firewall, perhaps in your router?
If you have a laptop go down the street to your friend and try.
If you are unable to then it is the laptop
If you can than it is the router
ONce you know you can look further into the culprit
