Very hard to know. Right now I am very high on Wagershare and Wager Junction.
I think it is easier to know who is not at the top of the list by reading many of the complaints of other webmasters.
I would start by looking here http://www.casinoaffiliateprograms.com/RatedAffiliatePrograms.php
then do research and see if they have positive feedback

yeah but like it has been said before, we cannot prove it. All I know is someone shaves us a lot and we are ladies and don’t need any shaving except on our legs and we can do that ourselves!
