1. of course .nl is more risky, so you have a trade off with better SERPs.
2. obviously you want to be hosted outside NL; companies doing that are all over the place, use Google.
3. anyway usually the way it works is that they can forbid certain IPs, so there is nothing you can do. Think about China’s censure as a reference. Fortunately NL is not China from what I remember visiting them both.
