Yes there is a monthly listing fee and generally we do not opt for a 2nd tier income. After years of running CAP without any paid ads it was no longer economically feasible to do so and we switched to a paid placement system.
That being said, its important to note that we are fairly selective about whom we accept and I have rejected quite a few programs that I felt were not reliable partners for webmasters or players.
Last week we rejected two new casinos based on this criteria, so while we do require payment for listings a check in hand does not guarantee a program certified statues.
