I was going to use this over the weekend, but at the platinum play site I could not find any information about the above silver membership or platinum card or welcome gift.

Once you’ve registered and purchased through Platinum Play Casino you will receive a welcome mail with instructions on how to claim your Free Gift (which contains your platinum card) and redeem your free money.
To become a Silver member you have to register at http://www.fortuneloungeplayersclub.com and will automatically be upgraded to silver status.
