Snopes has it too, it is quite comprehensive. It looks like it has been going on since Jan 2008, and notices were sent out at that time.
I’m not surprized that this is happening. I do not condone this type of thing by the US Government, but I also think that everyone needs to pay their FAIR share of taxes just like the average guy.
If you hid money then you will eventually get caught.
