InactiveSharebuilder.com is the fastest and easiest I know of, but they don’t offer everything. You’ll have to check if they have what you want.
They have been rock solid.

Agreed that it is a waste of traffic. However, it is an indication that they haven’t given up yet, and they are just being safe at this point.

Almost all major US stock brokers offer online trading and have since the 1990’s. I would imagine international brokers are similar.
I bet some made a bundle shorting the gaming stocks. (selling shorting – a short seller borrows the stock from the broker and sells it, expecting that it will decrease in value so that they can buy it back at a lower price and keep the difference).
And they banned online gambling.
