Where can i see your site?
PR and the “sandbox” are 2 different things. The sandbox effect is related to your position in the serps, whereas PR has to do with the number and quality of links pointing toward your site. PR does affect your position in the serps, but if your site is in the sandbox, having good PR won’t do much for you. You basically have to sit and wait. Or, you can target less competitive keywords.

To become a pr3 you would simply need 1 pr 4 website linking to you. If you want to become pr5 you would therefore need one pr6. Sometimes it takes 2 higher sites linking to you.
My personal opinion is that you should not waste your time tracking pr.

There was a full PR update a few weeks ago, maybe a month now, so the PR you see today would have been showing since that last update. Google updates the visual PR about every 3 months. The real PR is held behind the scenes, so the day they update PR is the only day that the visual PR is completely correct.
Calculating PR isn’t quite as easy as stated above, but it is on the right track. Here’s a link that attempts to crack the PR code.

And, Dom is right, PR is just one measure, it is the quality of links coming to your site and how you are linked that determines your placement in the SERPS.
