All USD are, of course, issued by the US Federal Reserve. Dollars are backed by US, is the only thing I can guess.
If you use another currency, US has no say about what you do, is my thinking.
For USD international wires they use a USA Intermediary Bank.
Most wire transfer are processed through USA.

Yes, it’s correct. If you use USD, an intermediary bank in the US will deal with the transfer.
