Just a personal account, isnt a merchant account like if you want are a casino and are making payments to other people, and collecting payments?

The seem to say anybody receiving money for reasons other than family, friend, or recreation (gaming) should have a merchant site. Freelancers on Odesk discussing it who asked Moneybookers said they told them they should have a merchant account.
