Not totally sure. But, my ‘gut’ says
co.in is like a company / corporate sorta thing i guess.
If it is for you to buy domains in the Indian market then I would go for both. And then develop two different sites on it.
Don’t just buy both domains, and then redirect one to the other. Just develop two.

I think there have been some debates about this on other boards, personally I think .co.in is proper, and .in is more novelty.. notice google.co.in. Ive done very well with .co.in in the past.

I did.
Perhaps Indians might be charmed with it. I hope so. To me this type of thing causes earthquakes.
the .in does look shorter than the .co.in
but if you put sites like that on it, it does not really matter what your extension is.

InactiveTalking to guys who have purchased numerous .in domains, they made me aware to the fact that .in is under control of the Indian government.
There is the possibility that if they don’t like your content, they could shut it down. Hasn’t happened yet – but if you know the politics…
Also there are numerous registrars out there where it is possible to purchase a .in for around $5 – but they recommended going with godaddy.com – because you know they will still be up in 5 years!
