I think for the first time there is no need to buy links. You should do it if you want to get PR6 or PR7.
You may get PR 4-5 for free, but of course it may take a lot of time.

Find link exchange partners, upload their link to your site and send them email with a link exchange request, and don’t forget to tell that you’ve already uploaded their link.

Here is a good source for directory links, one way to you. This site has a xls file that you can download and use it to acquire one way links for free. Each time the new list is published there is about a 100 new directories looking for links.
