I think the tool CAP has where you can rate programs is very useful. I have rated several myself, they don’t pay I tell it like it is! I think more need to get on the reviewing program bandwagon.
Things have changed but to be honest there are much much more good honest programs out there then there are bad. Welcome back, I hope you decide to stick around!
The best way to start is to have a look at the programs that have been in operation for many years. Programs like Referback, Brightshare, Bet365 and so forth. Obviously this depends on your target market.

Thank you for your reply … but I’m not feeling too confident … I had a bad experience with Brightshare that the Proffessor eventually helped me with … and I remember many compaints about Referback back then … In fact it seems like they were bounced from CAP… not sure if a programs longevity indicates their honesty.
I remember several juicy payments from 888 … at that time they paid 200 per player… anyone out there that can vouch for them ?

I’d go to the CAP post about payments received.
It shows up near the 1st of each month.At least it tells who pays!
I also think CAP listed programs are generally more reliable than you’ll find elsewhere. At some others places it seems like “they’ll let anyone in for a few $$”
