This happened to me in Oct when I got back from a trip to the UK and it was because I logged in from there and many other countries in the last year, I bet this is the case with you. Mine was opened in a matter of days once I explained myself to them.

I doubt that I will use it like before, except as a last resort for payments, but I still want it.
Well it’s been over a week and I have not heard anything regarding why my account was closed or if it will be reopened.
I let them know that I accessed my account while in London and was told that the information was sent to security. They did let me know that they were sending my QT balance to my bank.
Neteller closed my account because I had logged in from more than one country. Since they made it such a major PITA to get it reactivated I opted to leave it bombed (didn’t have any money in there at the time).
