The other way to look at this is hard gambling and soft gambling.

Casino games, poker and sportsbetting are hard gambling.
One of the reasons that legislation has not passed is that some keep trying to lump soft gambling in with hard gambling.
These are very different industries and it keeps causing discord among our senators.
