Do you mean “licenced and governed” in the EU as opposed to Antigue etc? Or do you mean offering Euro depsoist and allowing European players?

Cause the rules for Swedish player is that there are no tax wins in casinos and such that are based inside the EU.Ok well thats a tricky one as most are “offshore” in tax havens. Littlewoods who are based in the Isle Of Man for example.
Also i think there is a distinction here between where the affiliate programs are based and the actual casinos.
