A good place to look on any hosting as to their quality of
time for uploading isalexa.com. I looked up powweb and
they are very slow for uploading at 3.1seconds.
Better off to take a look at verizon.com, verio.com or search
the internet and find hosting services that offer fast
uploads as well are not down all the time.
The trouble with a lot of the free webhosting and cheaper
web hosting is the upload time for your website. People are
not looking for websites that takefor ever to upload, they
want to find what they are looking for and not have to wait.
Take time and check for a reputable hosting service, check
for complaints as that is very easy to do by just typing the
name of the web hosting company into your computer
broser with the word complaints.
I myself for one of my sites use verio as they are very good,
my one gambling website has never been down. I would
recommend that you maybe check out sitesell.com, requires
dedication and work. If you follow how to build your website
with sitesell.com, you will be successful.

I can recommend hostforweb.com or ace-host.net :satisfied
And of course, pick a Canadian or UK host, :nono: NOT in the US.
I use them to host one of my light-traffic domains. Never had any issues and never had the site go down (to my knowledge).
Haven’t needed to use customer support so can’t comment there.
I already host about 10 domains with someone else. I have unlimited domains there on one account, but if this is a good one, I’d like to use them for one domain using Mambo, and maybe add a couple more later.
