I’m not sure what optons Vbulletin may have for that, but one option is to use the [Notice] feature that have some good options available in the backend to control who/how/when it’s seen.
It would have to be done by someone with access to the control panel.
Re. the chats, I think that when we have a hot thread, we should schedule a chat on that topic.
It could be announced a day ahead of time in the thread as well as publicly, and everyone participating in the thread could get a mail or pm.
