States are desperate, and they will do whatever it takes now, but I still say it’s a bad time of year (election time). California and New York are in the total crapper, and are desperate for additional revenue. In NY, believe it or not, but some major insurance carriers have just raised their premiums over 42 %, in an attempt to sneak these in before Obama Care goes into effect. Times are very, very tough.
