I can see that in the near future racing bookmakers are going to have to put their hands in their pockets to help fund the televising of racing.

Downunder there are dedicated racing channels, in the most part funded and run by the state owned totaliser organisations. Only a handful of races make it onto mainstream channels.

In the days of digital TV channels, I would expect the UK to move to something similar soon?

Just like Gooner said about Oz
That’s how it works in the US and Canada. US has HRTV and TVG Network, each run by a different online horsebook. Online horse betting in Canada is run thru(i believe) Woodbine, the track in toronto, which also seems to control the video feed of racing in ontario.

I assume all the production equipment is already at the tracks, it shouldn’t be too hard for a new network to be formed. Every college basketball conference in the US seems to have it’s own TV network in partnership with small production companies.
