InactiveSeems every party involved directly in wiredplastic is located in the states, namely Utah and South Dakota. Seems like a smooth idea, but not sure its viable for large numbers and amounts of transactions.
Netspend is also in the states, in dubyas home state of Texas.

How it works:
Register – get the activation email and log-in.
You can set up many virtual ecocards each with a unique account number.Click Create New Account: When you create an account, you get the account number, this is what you enter into the affiliate program’s payment option.
Deposits:
You can fund the virtual card via wire, from your bank, western union or money gram.Click Money Deposits. You need to instruct your bank to make the wire and provide them with the appropiate bank info. When you select your country, a list of available banks is displayed, for usa it is Fortis. Click the bank name to get the details.
For Western Union and Money Gram you’ll need the receiver info, Select either WU or MG, then click the show receiver details link at the bottom. You’ll need this info when you fill out the WU or MG transfer form.
After making the transfer you need to click the confirm my deposit link and fill out the Deposit confirmation form, you’ll need the reference number (MTCN) you receive from the WU or MG cashier. This form is mandatory for WU andr MG deposits and optional for bank deposits but will speed bank deposits up.
Withdrawals:
Withdrawal is via wire to any bank account.
When you set up a payment option (withdrawal), (note: unlike other e-wallets you don’t have to actually enter any bank info untill your ready to withdraw and still create virtual ecocard accounts)Click Payment Options, then Add Payment Option: Enter your bank info. Note: there is a field titled “Payment Option Name”, you can enter anything here, ecocard support told me to enter the word “payments”. I’m not sure but I think this is what will show up on bank statements.
