I doubt that you will find fix odds, you can find props with some kind of fix odd but that is all. Those props can be found normally only on big races like the Belmont Stakes.
I assume you are looking for peri-mutual betting on the races. Offshore books rarely share the same pot as the US racetracks because of the law, however they do set the odds accordingly and the odds will move if the need arises.
