Why not look in the Google, Yahoo, Dmoz directories for German portals for your specific niche. I’m sure there are some great link building potential sites listed there. Then, see who is linking to the sites in those directories and you should have plenty of work ahead.

It is definitely a good idea. But mastering a lot of language is a very hard work. Could we help each other? For example, we all have English website. But some of us have our native language. English, French, Germany, Russian, Japanese, Chinese, Spanish…. we can help each other to build international versions.
