2 quality ones I am told are ezinearticles. com and articlebase.com. You have to make sure you fill all their criteria.

Article directories are good but they are losing value on Search engines and for SEO purpose’s there benefit is now mainly for the sake of receiving a few back link numbers.
If you really want to get some ranking benefits, then use a few good Press Release sites instead of submitting it to several article directories. PR.com accepts gambling PR and once you get your PR approved, the same article gets syndicated to their entire network of sites.
However at the same time I asked my SEO team if they had a list of sites that accepted gambling related articles. The following list was manually checked and either has Gambling Relating Categories or has gambling related articles posted within their site.

RooneyHi Marty thanks for posting. The problem is that I am sure 90% of the dirs you posted like articlealley for instance at some point allowed gambling articles and kept them published on their site but are not permitting gambling articles anymore.
