Wow, I would apply for other programs, I think you have been unlucky as most of them won’t care that your site isn’t finished yet, some will even auto approve your application. Drop the affiliate managers an email explaining your situation. See who replies and says its ok for you to sign up with them with an unfinished site.
Some affiliate sites will just approve you automatically, no matter if you have a site or not. You can try to put those up first and then if you really want to promote the more picky ones you can try to apply once your site is up.
If all you need are banners to finish your content piece, then place those from programs that you are approved for. Then you can always go back and switch them later once your site is finished.
