Their story makes no sense at all.
So, unless you live in a country like Gibraltar, which is not divided up into states, regions etc etc, CSC24Seven (aka payspark) claims a State Government (which is directly tied to the Federal Gov) issued DL, is not acceptable ID.
But they’ll accept a bank statement or utility bill as proof of address! 
This passport issue is clearly an excuse BUT why?
