It uses a quasi re-write method to mask the actual URL. Instead of wp-login.php, it becomes wp-login.php?blahyadda-blahyadda (or whatever you want it to be).
If a bot or a anyone tried to access yourdomain.com/wp-login.php and not the masked URL, it redirects to whatever URL you set. Meaning, these scum bags don’t even get the chance to view the login page
