Each state will require its own kickback, and each country outside USA will cotton on and thus want their own kickback. Then it will spread to the whole affiliate & online marketting industry.. And those who dont have a license and someone just so happens to visit your site from a state where you are not licensed and BAM* £100,000 fine or straight to jail.
