A belated thanks to all the replies. I have not resolved the situation yet, however I found out some information about an EU directive (its not actual law yet) that each EU member country is required to provide adequate communications to all citizens at an affordable cost (phone, fax, internet access). Having brought this up with various government officials, it is being looked at, and seems they should be doing something to help me with this intolerable situation as it comes close to being a basic human right. Meantime my sites all got another boost on Google after the last update, so new signups have more than doubled without me having done any work for nearly 2 months! I guess I will wait the situation out for a while and see what the government here comes up with. Thanks to everyone who replied to me.
