Eclipse the CAP Audits are designed to help us uncover and correct any discrepencies in the stats and player tracking of our certified partner programs. If a program refuses to address or correct problems or we believe a discprency is intentional (shaving) then yes they will be de-certified.
If they are cooperative and develop a solution and are responsive they stay and we have done our job properly. The affiliates benefit and the certified partner is made aware of, and has the opportunity to correct, a problem or flaw they may not even knew existed.
Auditing our certified partners reinforces the value and meaning of CAP certification. It benefits affiliates and it benefits the program. I would not consider that a conflict of interest.
