Oktoberfest brings pickpockets to town. They are brought in from other countries by tourist bus loads and work the Oktoberfest.
The Germans are doing what they can to turn buses around at the border etc etc. The good news is that they are just pick pockets, not muggers. If they can’t pluck your wallet without you taking notice, they won’t.
Crime is a problem everywhere.
Barcelona is just excessive.
