It’s an exciting thought, and it would make a nice fit with the bail-out bill, but I don’t think Frank would even attempt it. Too many legislators are still rabidly pro-UIGEA (thinking that the voters prefer them to legislate morality), and Frank would get a lot of flack if he tried to tie them together. And the blowback would hurt his chances of overturning UIGEA in the long run, and I think he probably knows that.
