I can see both sides of the story here – maybe it would be good to reply and say “Thanks for your email – right now, I am not really interested in a co-operation because X, Y and Z.”
This would help the AM to identify the issues/problems with their affiliate programme – if the responses note the same issues etc, this should cause the programme to look at it and modify accordingly – hence making their programme more appealing to the CAP affiliates.
