I believe I see that too, especially with programs who think they have reached top exposure at a given site.
Once in a while it’s a good idea to move a static program to top exposure, and if you don’t see the results change appropriately, drop them way down and move one up that hasn’t gotten much exposure before but is reputable.
There is just no way to properly prove such things.
