I think some people don’t understand the concept of impressions based advertising at all. If your business concept is based on CPM advertising alone overstating by that much basically generates more profit in line with the blown up stats assuming the CPM rate stays the same or doesn’t go down. They may even make up some good user “survey” statistics to be able to demand a higher CPM rate altogether.
