I’m not a real fast driver, either. The evidence for them being artificially low is when you have a majority of a population ignoring posted speed limits.
In 1994, New York measured motorist compliance with its 55 mph speed limit on rural Interstates. The result: 4 percent of the motorists were obeying the speed limit.
So, in that case, the speed limit is either artificially low, or 96% of the drivers on rural interstates were reckless.
