Yes – if you were able to assign an “over-group” to government – some shadowy “Bildeburg group” who controlled all politicians then maybe this could be the machevellian plan.
But just as science says that the simplies theories are usually the correct ones, I find that the simpliest, personally motivated, profit making political motives are usually the correct ones.
Of course … we could all be simple subroutines in a very complicated super-strategy game being played on a mega-computer …
