I have been in this situation before, loads of traffic clicks ect, and 0 or loads of play money sign ups, you do not necessarily need to go “back to the drawingboard”
This is what I do when faced with this situation:
Firstly Just re evaluate that page. Why are users coming here and clicking? obviously you are doing something right if they are there in the first place.
Secondly is the programme they are clicking to living up to what you are telling your visitors?
Thirdly, evaluate what it is you need to do from there, do you need to make a deal with this programme in order to live up to your referee’s expectation? or use a different programme that does? or reword your page to be more realistic and focus on different benefits?
