There are services that will do it in 24 hours to a week but the normal way takes up to about 6 weeks. I got mine in about 2 weeks without any problems, but a friend was not so lucky.

I know that if you owe Uncle Sam any funds at any level (student loans, child support, taxes, etc) that they will not issue a passport until the debt is paid.
