It does sound like a very slow busy signal but, it IS a ring. Just let it do it’s beebs and you will either get a “person” or a recording as I did today asking me to hold as all operators are busy helping other customers.
I never did get anyone as the recording came on a few times then, I got another recording stating to call back later.
