Neteller has stopped transactions to and from Gaming Merchants for US citizens only.
Non US citizens can still make transactions to and from anywhere they want.
US is limited to only non gaming merchants.
I’m betting that your 7 day check was before January 16th when everything changed.
One thing that is really wierd is that they say we can use Neteller for non-gaming transactions, but Neteller won’t tell you who their non-gaming merchants are. Now if someone knows a Neteller merchant that sells gold coins that would be really useful.
