I agree with your general point, but there are situations where it is to your advantage to split 44. If double after split is allowed, it is to your advantage to split a pair of 4s against a 6. There is a slight (some would consider negligible) advantage to splitting a pair of 4s against a 5 as well. However, there is a big difference between a player total of 8 with a pair of 4s and a player total of 20 with a pair of 10s.
