I would pretty much go with Antoine’s plan, but maybe a little heavier on the content writers. Finding really really good writers who can come up with some compelling stuff, then get it onto Digg or Delicious and watch the traffic soar. Dominating SEO would be the big thing to do. PPC in other countries is something I guess, but the big bang comes from the US, and that means organic SEO for the most part, which requires good content.
