Well but in Europe the question is not between land based gambling / online gambling, but rather between gambling monopolies / free market.
Gambling companies are mostly state owned ones, and they prohibit all others based on EU exception rules. From the moment France allows some companies that are not state owned, then exception rules don’t apply anymore, then gambling is completely free (online and offline).
Even if they remain with the state owned companies only, it is still arguable that they are abusing the exception rules.
