You know why? Because that would be a direct violation of EU rules. If that happens it would be great for all because EU Commission will take immediate action and will force the French market to open completely. On that case the French Government will not have any arguments to apply exclusion rules.
The French Government has no chance here. With this kind of rules, they will only led to their market being completely opened to online gambling sooner.
