On the fairness issue, you could arrange it so the affiliate links are pooled and for each visitor sent by a referring site who subsequently clicks an outgoing link, the referring affiliate gets one affiliate link displayed until it is clicked. My major concern would be ownership. Exactly why I have never progressed with this idea.
