Moneybookers is not blocking affiliates only transfers between players and gaming operators.
Moneybookers has now blocked all payments between all gaming/gambling operators and customers registered in the USA. This is due to the recent Internet Gambling Prohibition and Enforcement Act. In case a US gambler attempts to make a deposit to you, or you attempt to make a withdrawal to a US gambler, the initiating party will be shown an appropriate message. For merchants using our API for payouts, you will receive a new response – “DISALLOWED_RECIPIENT”.
