I think the original poster was just saying that the Congress is not forcing WU and other financial services to stop international money transfers from illegal immigrants to people outside of the country. At the same time they have used the fact that online gambling sends money out of the USA economy as part of the argument against the industry.
Oddly enough, most money sent out of the country for online gambling was earned legally and income tax was paid on it, however much of the money sent out of the country by immigrants was earned by people with no legal right to be here in the first place.
